Suella Braverman has said that any pressure placed on the UK to allow under-30s from the European Union to live and work here will be a "Brexit betrayal".
European Union president Ursula von der Leyen will use a summit with Sir Keir Starmer in the new year to press the UK on the proposal, according to a senior EU diplomat.
It would likely mirror similar arrangements Britain already has with countries including Australia and Japan and would allow 18 to 35-year-olds to move and work freely between countries for up to two years.
The former Home Secretary slammed the potential agreement, stating: "The Brexit betrayal is well underway.
"This is just the first step towards Labour forcing us to rejoin the clutches of the failing European Union and freedom of movement.
"Why can’t the PM just put the British people first?"
Whilst No10 made clear on Thursday that the UK will not be reentering the single market or the customs union, Miguel Berger, the German ambassador to the UK, told GB News the under-30s agreement will be on the meeting.

Kemi Badenoch said she found interest in her meal choices “fascinating” and revealed she might treat herself to a turkey pie on Boxing Day after her distaste for sandwiches sparked a Westminster food fight.

She also said that lunch breaks were for "wimps" and that she will eat her meals whilst working.
Today, she added: "“I think it is fascinating how interested people are in politicians’ lunch choices and it’s all very light-hearted.
“I was asked a question about what I like to eat, and I always answer questions – Keir Starmer doesn’t answer questions, but I always answer questions.
“You know you will always get the truth from me.”
Asked whether she would be eating a turkey sandwich on Boxing Day, she said: “Maybe a turkey pie on Boxing Day.”
Starmer urges G7 to be ‘cautious’ about next steps in Syria

Sir Keir Starmer told a meeting of the G7 leaders on Friday that “the fall of (Bashar) Assad’s brutal regime should be welcomed but we must be cautious about what comes next”, according to a Downing Street spokesperson.
The spokesperson added that the safety of the Syrian people should be a “priority” along with supporting a peaceful transition to a “credible, inclusive and non-sectarian” government.
The leaders again stressed the importance of respecting Syria’s “territorial integrity, independence and sovereignty”, the spokesperson concluded.

Wes Streeting has taken a swipe at Ed Miliband over his failure to support military action against Syria.
When Miliband was the leader of the Labour party in 2013, he ordered his MPs to vote against David Cameron’s push to launch airstrikes in the region, over fears of chemical weapon use.
The current Energy Secretary was successful and the Commons ultimately voted against military action 285-272, a decision that bolstered the United State’s decision to avoid intervention and thus kept Bashar al-Assad in power for longer.
Assad’s regime has recently fallen, though Streeting believes his brutal dictatorship would have fallen sooner had the UK acted earlier.
He told BBC Question Time on Thursday: “With hindsight, I think we can say, looking back on the events of 2013, that the hesitation of this country and the United States created a vacuum that Russia moved into and kept Assad in power for much longer.”
He added: “I think if the West had acted faster, Assad would have been gone.”
Responding to the comments, Miliband said that he has “no regrets”, stating: “To those people who say that president Assad would have fallen if we bombed in 2013 that's obviously wrong, because president Trump bombed president Assad in 2017 and 2018, so he didn't fall.
“So I welcome the fall of a brutal dictator, but I think the view that some people seem to be expressing about history is just wrong.”

Brexit bigwigs have raised concerns about comments made by Sir Keir Starmer after the Prime Minister met with European Council President Antonio Costa yesterday.
The Prime Minister, who was snapped outside No10 with Costa, said: "The UK is stronger when it works in lockstep with its closest international partners.
"Closer cooperation with the EU will make us safer, our borders more secure, and boost economic growth."
Responding to Starmer's comments, a veteran Eurosceptic told GB News: "I think they are pushing us towards an EEA type model - back in the EU orbit having to sign up to Single Market laws and Free Movement just like Norway and Iceland.
"There being sixty civil servants in the EU hub is deeply worrying - how big was the whole Brexit department? Hundreds? It's going that way."
A Brexit-backing Tory MP added: "Starmer can’t help himself - he’ll always be obsessed with the EU, not matter how hard he tries to hide it at election time."
However, the Prime Minister is keen to stress his Labour Government will not let the UK rejoin either the EU's single market or customs union.
